WhatsApp Business app or WhatsApp Business Platform (API): choosing the right set-up for your chat volume, team and budget

For most Indian customers, WhatsApp is where they already talk to family, their housing-society group and the neighbourhood kirana, so it is often the channel where a customer is most willing to reply to a business. But the set-up you choose on day one decides what you can do later: how many staff can answer from one number, whether you can message a thousand opted-in customers at once, whether an order confirmation goes out automatically at midnight, and what each message costs. Choose wrongly and you either pay for software you do not need or, more often, outgrow a phone in the shop manager's pocket and start losing chats, customers and data.

What you need to know

Three different products share the WhatsApp name.

  • WhatsApp (the personal app) — no business profile, catalogue or labels, and customer chats mix with family chats. Fine for testing an idea for a week, not for running a business.
  • WhatsApp Business app — a free Meta app for small businesses on one phone and one number. It adds a business profile, catalogue, labels, quick replies, greeting and away messages, broadcast lists, and a small number of linked devices such as a laptop on WhatsApp Web. A human types almost every message.
  • WhatsApp Business Platform — often called the "WhatsApp API" or "Cloud API". It is not an app you download but a programmable connection used by software: either your own developer connecting to Meta's Cloud API, or a Business Solution Provider (BSP) that gives you a dashboard, shared team inbox, chatbot builder and campaign tool.

What the Business app does well. An owner and one or two counter staff can handle conversations, send catalogue items, tag chats with labels such as "New enquiry", "Advance paid" or "Pending delivery", and send broadcast lists. Two limits matter: an app broadcast reaches only people who have saved your number, and each list has a recipient cap (historically 256; confirm the current limit in the app). Normal messaging in the app has no per-message charge, but Meta keeps adding optional paid features, so check what is paid when you set up.

What the Platform adds. Several agents on one number through a team inbox; chatbots and WhatsApp Flows (forms inside the chat); integration with your website, Shopify or WooCommerce store, CRM, billing or courier software; template messages to opted-in customers even if they have not saved your number; delivery and read reports; and automatic utility messages such as order confirmations and appointment reminders. The trade-offs: messages you initiate must use Meta-approved templates, templates are charged per message, a BSP usually charges a subscription, and your number's quality is monitored closely under the WhatsApp Business Messaging Policy.

A number is registered to one mode at a time. Historically, moving a number from the app to the Platform meant it stopped working in the app and the phone's chat history stayed behind. Meta now offers a "coexistence" option through some BSPs, where one number works on both with some feature limits. Ask your BSP whether it is available for your number and what it restricts — before you print the number on 10,000 carry bags.

A decision rule of thumb. Stay on the Business app while all three conditions hold:

  1. One to three people can reply to every chat within working hours from the same phone or its linked devices.
  2. Your regular broadcast audience is a few hundred engaged customers who have saved your number.
  3. You do not need your website or billing software to send messages automatically.

Move to the Platform when any one breaks. "App now, Platform later" is a legitimate answer if you name the switch trigger.

The costs to model. App: a dedicated SIM, a phone, staff time and any optional paid verification. Platform: Meta's per-message charges for template categories (marketing, utility, authentication), set per country and revised from time to time — confirm current Indian rates on Meta's official WhatsApp Business Platform pricing page; the BSP subscription and any per-message mark-up; set-up fees; and GST on invoices. Under Meta's current model, replies inside the 24-hour customer-service window that opens when a customer messages you are not charged like templates. Lesson 04 works through the arithmetic.

Step-by-step method

  1. List every WhatsApp number your business uses today — owner's phone, shop phone, salespeople's phones — and who answers each.
  2. Count last month's chats: new customers, chats per day on a normal and a peak day, and chats left unanswered for over two hours.
  3. List the messages you want sent automatically: order confirmation, dispatch update, payment reminder, appointment reminder, OTP.
  4. Estimate how many past customers you could message each month with their permission.
  5. Test your situation against the three conditions and mark: App, Platform, or App now with a switch trigger.
  6. If Platform, shortlist two or three BSPs (lesson 16 has the comparison sheet) or confirm you have a developer to maintain a direct Cloud API connection.
  7. Choose one dedicated business number not tied to any employee, with the SIM or connection held in the business's name.
  8. Decide who owns the Meta Business portfolio and holds full admin access — the owner or a director, never only an agency or junior employee.
  9. Write the decision and its review trigger on one page and share it with everyone who handles customer chats.

Worked example

Worked example

Business A — a chikankari boutique in Lucknow. One shop, owner plus one assistant, about 25 chats a day. For this example assume 400 past customers who agreed to receive new-arrival updates and have saved the shop number.

  • Condition 1: two people handle 25 chats a day comfortably. Holds.
  • Condition 2: 400 customers split into two lists of 200, within the per-list cap. Holds.
  • Condition 3: no website or billing integration needed. Holds.
  • Decision: Business app on a dedicated number, with WhatsApp Web on the counter computer. For this example assume about ₹12,000 one-time for phone and SIM. Switch trigger: more than 60 chats a day, or a third person needing to reply.

Business B — home sample collection for a diagnostic lab in Pune. Six booking staff, about 180 chats a day, bookings on a website, and three messages per booking: confirmation, technician assigned, report ready.

  • Condition 1: six people sharing one phone for 180 chats a day is unworkable. Fails.
  • Condition 3: three automatic messages per booking. Fails.
  • For this example assume 2,400 bookings a month: 2,400 × 3 = 7,200 utility messages.
  • For this example assume ₹0.15 per delivered utility message and a BSP subscription of ₹4,000 a month (confirm the real figures).
  • Monthly cost: 7,200 × ₹0.15 = ₹1,080 + ₹4,000 = ₹5,080, plus GST.
  • Comparison: one staff member typing confirmations two hours a day costs more in salary than ₹5,080, and utility messages sent inside an open customer-service window may not be charged at all.
  • Decision: WhatsApp Business Platform through a BSP, integrated with the booking website.

Common mistakes

  • Running customer chats on the owner's personal WhatsApp, so customer history disappears when the phone is lost or changed.
  • Letting a salesperson's own number become the "company WhatsApp" — when they leave, the customers leave with them.
  • Buying a Platform subscription after an impressive demo when 20 chats a day would be handled better, and free, on the Business app.
  • Using unofficial bulk-sender software, browser extensions or modified WhatsApp apps; these break WhatsApp's terms and are a frequent reason numbers are banned.
  • Allowing an agency to create and own the Meta Business portfolio, so you cannot control your own number later.
